Waterskin and Bucket management is awkward. You can equip an empty waterskin with your skill bar, but once you fill it, it is forced off the bar into your inventory. Checked in the forum and found that there was a problem all the way back in November of 2020. It is where you are supposed to deliver Alvins waterskin to Matylda to get it fixed.
