From what I've experimented, the answer is no. The bloatflies at the begining of the game give the same exp (5~7 exp depending of your intelligence) be it on very easy, very hard or survival. Ouch, that sucks. But if it's any convincing to play higher difficulties, it's confirmed that legendary items drop rate depends on the difficulty you pick.

I haven't really noticed any difference in enemy AI. I do believe that you get more XP when playing on higher difficulties, but not 100% on that. Level 31 here, I think making god like character is lot easier in Fallout4 than in 3 or New Vegas.
