audacity is a free audio editor that works pretty great for just about everything. you could use sound clips taken from the movies or if you have any games you could rip the sounds from the game files to use as a base. or if this is just for personal use and you don't plan on selling it you could start with a preexisting soundfont and make changes to suit your needs.
